Opportunity Appalachia (OA) provides grants to pay for Technical Assistance. When you hire an architect or an engineer through this program, OA pays them directly. You receive the work-product (the blueprints and pro-formas) for free, which you then use to secure millions in construction loans.
RE: Request for Technical Assistance – The Maker's Stay (Hogan Lake 1,733)
We are writing to introduce The Maker’s Stay, a high-impact regenerative hospitality and workforce development project located on 1,733 acres in Pulaski County, Virginia. Our mission, "From Dirt to Dazzle," seeks to transform a distressed Appalachian watershed into a world-class wellness sanctuary and heritage craft training hub.
Our project centers on the preservation of 1,500+ acres of Appalachian forest and the modernization of the Hogan Lake dam. Utilizing a Perpetual Purpose Trust and Community Land Trust framework, we have decoupled profit from the mission to ensure long-term community water security and the creation of "Master Guild" apprenticeships in timber framing and metal arts.
We are currently seeking Technical Assistance (TA) to bridge the gap from conceptual strategy to investor-ready execution. Our primary TA priorities include:
- Architectural Pre-Development: Schematic design and 3D renderings of the "Conglomerate Masterpiece" guest units and the Hexadome Artisanal Hub.
- Complex Financial Modeling: Integrating the CLT/PPT ownership model into a bankable pro-forma to attract Opportunity Zone (OZ) and impact capital.
- Hydrological Engineering: Technical assessment for the Dutch Nature-Based modernization of the Hogan Lake dam spillway.
By providing this technical support, Opportunity Appalachia will directly catalyze a project engineered to withstand the proverbially and literal storms of the next century, bringing high-yield tourism and legacy industrial skills to Southwest Virginia.

Focus on the Registered Apprenticeship. OA loves job creation. Emphasize that we are training local workers in high-value, legacy trades that cannot be automated.
Land Control
Mention that we are in the "Active Due Diligence" phase for the 1,733-acre Hogan Lake PUD. OA prioritizes projects that have a clear path to land control.
